OPEN LETTER FROM OGNYAN ISAEV ABOUT HOW LONG SHOULD WE BEAR THE MANIPULATION IN BULGARIA

Each year the Center for Development of regional policies in Bulgaria organized 8-month intensive English course at the American University in Blagoevgrad. The project is funded by the Open Society Institute-Budapest. The course is designed for young Roma graduates. It is very curious that most of the shortlisted candidates are from northwestern Bulgaria. In particular, from Montana where Mr Tony Tashev – the director of the center and Violeta Naydenova coordinator at OSI Budapest are from. The competition is held in complete secrecy, without clear criteria for candidates, without ranking final and without concrete and specified reasons for the disapproved applicants. Candidates are explained verbally that their documents are considered by a special commission in Hungary. Applicants whose papers are approved pass in the second round, where Mr. Tashev and Violeta Naydenova conduct individual conversation / interview /. Last year I applied for this course but was not selected as I was informed that this is a course for graduates. This year as already a graduated student I applied again and I was not selected. This year, most of the candidates have been approved as a fourth year students in the universities. Some of those who were not approved last year, due to the fact that they were in their 4th year studying are not approved this year again although they have graduated already successfully. The other curious fact is that many of the shortlisted candidates are sons of popular Roma leaders in Bulgaria, or personal friends to Mr. Tony Tashev and Violeta Naydenova, or have participated in previous projects implemented by the Center for development of regional policies with the direct involvement of Violetta Naydenova. I think that the way this “competition” is organized is a violation of the principles of democracy and transparency. Definitely the candidates were not given an equal chance to compete. Last but not least is the fact that the names of the selected candidates have been rotating among the NGO sector in Bulgaria. The confirmation of the rumors was proved by the commission"s decision after the conducted interview. The names of the people we heard were listed in the final decision. This is just a disgusting game with the hopes of the young Roma who are supposed to be the future community workers and developers. How can you answer the case that once you are not selected because you are not graduated and after that you are not selected because you graduated but…? No explanation. In the terms of references of the competition was said that priority will be given to candidates who have completed universities, through which they can influence to change the attitudes of society towards the Roma. So, how you can answer the fact that many Roma graduates were not selected, who have completed Public Administration, Philosophy, Journalism and others. How we will change the attitudes towards Roma when the Roma representative himself behaves in such a way. Most of the candidates are scared to stand before the congregation and tell the truth or to comment on the competition, because many of them receive undergraduate scholarships of Open Society - Budapest, where Violeta Naydenova works.

I personally was granted with OSI scholarship and I am very thankful to that because I have had the chance to graduate as journalist and now I have the opportunity to further develop and work for my community.

OSI is the international organization that Roma and non-Roma people believe in. It is time to look carefully at how the Roma NGOs funded by OSI Hungary operates in Bulgaria, specifically the Center for development of regional policies for the carried “competition”. It is not normal not to have clear and transparent criteria for the competition; it is not possible to pretend to be a representative of an international organization and to define the rules orally.

Despite this, I believe OSI authority will not tolerate this way of working.
